ICE Release and Transfer Paths
ICE detention is federal civil immigration custody. It is separate from Blair County criminal detention, PA DOC state custody, and BOP federal sentenced custody. Research did not confirm a dedicated ICE detention institution or current ICE contract in Blair County. A Blair connection may arise through a detainer and handoff rather than confinement at a local ICE facility.
ICE says a detainer asks the holding agency for advance notice and may request up to forty-eight additional hours so ICE can assume custody. Blair County can accurately record a release from its prison while the person never enters the community. The county movement record should be read for destination or receiving agency, then the federal immigration system should be checked.
ICE can later release a person from its own custody. That event is different from the earlier Blair exit. The Online Detainee Locator System includes people currently detained and, according to ICE, people released from ICE custody within the past sixty days. For the wider county custody search, use the Blair County release record path.
Confirm an ICE Release
The ICE Online Detainee Locator System, or ODLS, offers two identity paths. The strongest uses a nine-digit A-number plus country of birth. An A-number is the immigration file number. If it has fewer than nine digits, the search pads it with leading zeros. A name and identity search is the alternative.
- Obtain the correct A-number and country of birth when lawfully available, or gather the exact identity information required by the name search.
- Search ODLS and compare the result carefully. The locator does not include people under eighteen.
- Read whether the record reflects current ICE detention or a recent release from ICE custody.
- Compare the result with Blair County Prison's release date, movement code, and destination if the county held the person first.
- If the ICE release is beyond the public window, use the appropriate federal record or case contact instead of treating silence as proof.
ODLS silence after sixty days is expected under the stated scope and proves nothing about a later status. A no-result may also reflect a name variant, incorrect country of birth, wrong A-number, minority, or data limits. Keep the exact search inputs and date so a later records inquiry can be framed clearly.

For a Blair handoff, request the county's existing commitment-and-release record, actual movement time, release or transfer code, and destination or receiving agency. Provide full name, booking number if known, and a narrow date range. A county record proves the local movement; it does not decide or explain the later immigration matter.
For an ICE record, identify the full name, A-number, country of birth, detention site if known, and approximate dates. Ask for a specific existing custody, transfer, or release record. Federal privacy, law-enforcement, and other limits can restrict what is disclosed. Do not ask the county prison to correct the federal file.
Note: Preserve the A-number with leading zeros exactly as used because a formatting error can produce a false no-result.
ICE Detention System Scope
ICE civil detention is not a criminal sentence. The agency's custody can follow an arrest by immigration authorities or a handoff from a jail or prison. The same person may have a Blair criminal docket and a separate immigration custody record, but those sources answer different legal questions.
ODLS covers current detainees and a limited recent-release period. It is not a permanent historical release database, does not include minors, and should not be used to infer immigration status after the public record ages out. A federal case or agency record is needed when the released event falls outside the public window.

The sequence can cross several record owners. Start with the source that held the person at each stage. A Blair prison record, ICE locator result, immigration file, and criminal docket may all be accurate while describing different events.

Record exact dates and labels. If PA SAVIN reports release from Blair and ODLS reports current ICE detention, the two may document a normal interagency handoff. There is no conflict unless both sources claim incompatible custody for the same time and person.
After an ICE Release
An ICE release result establishes exit from ICE custody within the locator's stated scope. It does not by itself state every condition, court date, or later immigration outcome. Use the person's own official papers and the proper federal case channel for those details. Avoid converting a custody result into a broader immigration conclusion.
Because the public released-person window is limited, preserve the result date, A-number, and access date. After sixty days, silence is expected. A durable agency record or legal file may be needed. Do not substitute an old Blair jail record for the later federal release event.
If no family contact follows an apparent county release, check for a receiving agency before assuming a data problem. PA DOC, another county, USMS or BOP, and ICE are the main systems identified by the Blair research. A destination field in the county movement record narrows the search quickly.

Trace Blair ICE Handoffs
Ask Blair County for the actual exit time, movement or release code, and destination. The county can sever exempt material and release the rest when the Right-to-Know Law permits. A precise request should identify the full name, booking number when known, and approximate admission and exit dates.
Then use the A-number and country of birth in ODLS. If a current ICE result appears, the county release was likely a handoff rather than a street release, subject to the actual records. If ODLS shows a recent ICE release, record that later event separately. When no result appears, consider the sixty-day limit and other stated exclusions before drawing any conclusion.
Identity control is crucial. Compare aliases, date of birth, booking number, A-number, court docket, and agencies. Never resolve a conflict by photograph alone. If the Blair movement field is wrong, ask the county to review that exact booking. If the ICE record is wrong, send the correction evidence to the federal record owner.
Notifications have their own scope. DHS-VINE may send eligible victims or witnesses information about entry into and release from ICE custody, while Pennsylvania PA SAVIN covers participating county, state-prison, and state-parole events. A notice from one program should be tied to the agency named in the message. It does not create a full custody history. Save the time, event wording, and acknowledgment information, then verify the receiving or releasing agency. That method can distinguish a Blair County exit alert from a later ICE release alert without assuming the two messages describe the same physical event.
